Procurement Manager required by a leading Fortune 500 fuel company in London Victoria! World Fuel Services requires a Procurement Manager based in London, but working in close collaboration with the Afghanistan based NCS Fuel Operations team, to execute and manage all out-of-country/international purchasing contracts to support the NCS operations on a day to day basis.

The procurement landscape for NCS consists of the purchasing of fuel related infrastructure equipment such as Fuel Bladders, Storage Tanks, Tank Tainers and Refuelller Vehicles, coupled with Maintenance, Repair and Operations (MRO) requirements - typically high volume/low value purchases.

The critical aspects of this role are the ability to source the products and deliver them to site as timely as possible to ensure continuity of operations and zero disruption to activity.

The ability to manage the sites high expectations and multi-task high volume activity are essential attributes. With a significant spend associated with the cost of physical delivery of the products to site, previous logistics experience is essential, with knowledge of shipping into Kabul, Afghanistan advantageous.

This role will include managing one direct report (Buyer).

Roles & Responsibilities:

Purchase of equipment, spare parts and associated services in coordination with operational requirements and in compliance with procurement process Responsible for logistic tasks related to the timely delivery of equipment and spare parts to site, ensuring that the shipping documentation is accurate and in line with customs requirements.

Identifying the most optimum route to site Manage and conduct the process of performing bid evaluations and prepare recommendation documentation for award Execution of purchase orders and service contracts

Contribute to Technical Procurement savings targets, proactively negotiating improved commercial terms with Suppliers Registration of equipment and spare parts into the procurement system (Navision).

Expediting and progress management of equipment through the procurement life-cycle Supplier management and dispute resolution

Maintaining and managing the Purchasing Log, ensuring that it is always accurate, communicating progress to the local Afghanistan Operations team and Senior Management

Monitoring the daily operations of procurement activities and reporting progress/issues to the Technical Procurement Director and NCS Management

Conduct procurement spend and supply base analysis to develop efficiencies and identify continuous improvement initiatives

Conduct market analysis to identify new suppliers and perform ongoing supplier analysis

Develop sourcing strategies and execute Frame Agreements with key suppliers of critical equipment and services

Review and approve vendor invoices as required

Managing and conducting regular supplier feedback and performance assessments

Assist with Tender preparation, providing pricing and recommendations for the procurement element of the Tender submission

Collaborate closely with key stakeholders such as Operations and HSEQ

Assist with the development and implementation of the Technical Procurement policies & procedures and proactively promote and ensure adherence within the business

Assisting in pre-qualification of new Suppliers

Assisting in maintaining the approved Supplier Management Database Management, training & mentoring of a Buyer

PERSON SPECIFICATION - EDUCATION & EXPERIENCE

Strong educational background, ideally degree qualified in a relevant discipline (E.g. Business, Supply Chain Management, Engineering etc.) The successful candidate will have a minimum of 5-8 years procurement experience, with previous experience in managing procurement in support of Fuel Supply Operations preferred, but not essential

Previous experience in managing the procurement of relevant commodities and knowledge of the supplier base is preferred Logistics background is essential, with knowledge of shipping into Kabul, Afghanistan advantageous

Previous experience in supervising at least one other procurement professional would be advantageous

Previous experience managing procurement activity of a similar size and scale

Ability to work on own initiative with only a degree of supervision

Ability to work in an international, dynamic and multicultural environment Excellent written and oral communication skills and fluency in English.

Ability to communicate at all levels - particularly at a senior management level

Analytical mind set Strong negotiation skills

Ability to work within tight deadlines

Strong management, training and mentoring skills

Experienced PC User, familiar with MS Office, email, Internet is important. Essential that the candidate is a strong Excel and PowerPoint user.

Good working knowledge of industry recognized procurement system such as SAP, Oracle. Experience with 'Navision Procurement System would be advantageous

Comfortable with ad-hoc travel to Afghanistan (approx. twice per year for 7-10 days) to get an appreciation of the operation and to build relations with the in-country operations team
