Purpose of role:
To be responsible for the delivery of safe, efficient and effective fleet management services and to ensure compliance with all statutory, regulatory requirements and to develop policy and procedure in line with best practice. To manage the budgets and costs associated with the operation of the vehicle fleet, and to be the technical lead on the planning of driver standards and training.
Applications from suitably qualified ex-military personnel (Royal Air Force, Royal Navy, British Army, Royal Marines) will be particularly relevant for this position.
Key Result Areas:
- Ensure that policy, process, and governance are in place for the management of the vehicle fleet that creates a complete framework of compliance with statutory and regulatory norms and a mechanism to report on compliance to the appropriate oversight
- Ensure that the vehicle fleet is adequately matched in terms of demand and supply and that efficiency in terms of cost and lease or purchase arrangements is maximized, and to regularly review leasing and contract arrangements, making recommendations on how to achieve efficiency targets and for arranging for the replacement, renewal, acquisition or disposal of vehicles in accordance with need;
- Manage the relationships with the fleet supply chain of lease providers, maintenance providers, insurers, and break down recovery providers to ensure that services are delivered in line with cost, time, and quality KPIs and to devise and negotiate contract terms when they enter that phase of the procurement cycle;
- To be the technical advisor on driver training and standards devising and maintaining policy, process, and procedure and ensuring that all authorized drivers are fully trained and that a Permit to Drive/Operate Vehicles procedure is in place and actively managed;
- Ensure that vehicles are fully maintained in accordance with statutory, technical, manufacturer’s and other industry standards such that at all times vehicles operated are both road legal and that their value is maintained and retained through an effective maintenance plan;
- Ensure that all insurances and taxes are in place and paid, and that full risk management assessments and practices are in place for the vehicles, drivers/operators, and the safety of the general public when vehicles are in use and to be the key safety advisor on all matters pertaining to the maintenance, use and operation of the fleet;
Knowledge, skills & experience required:
- Experience of operating a fleet management service to large in a multi-site organization.
- Experience of managing a fleet compliance regime
- Knowledge and understanding of risk management.
- Experience in leading incidents/accidents investigation.
- Experience of procuring and managing fleet leasing and associated contracts.
- 5 year minimum fleet management experience
- Level 3 CVFMQ desirable (or a willingness to progress beyond CPC to obtain the qualification)
